Industry and politics create framework for more efficient approval of rail vehicles

Memorandum of Understanding (MoU) on the application of notified national technical rules (NNTV) in the context of approval procedures for railroad vehicles, including annex module testing.

On 30 January 2025, the associations and institutions represented in the Vehicles Steering Group, the Federal Ministry for Digital and Transport (BMDV), the Federal Railway Authority (EBA), the German Railway Industry Association (VDB), the Association of German Transport Companies (VDV) and Deutsche Bahn AG signed a declaration of intent in order to implement the demanding approval process of the 4th Railway Package in Germany in a more practical and accelerated manner.

The industry has agreed on a more reliable approval process through equal treatment of the applicable national regulations with the Europe-wide TSI specifications. “This will create significantly more planning security in rail vehicle construction in the future,” said VDB President Andre Rodenbeck.

With determination, commitment and intensive, objective dialogue, the rail sector and politicians have thus jointly succeeded in implementing a further expert recommendation of the Rail Acceleration Commission and bringing more speed to the modernization of rail transport.
